Consultation Policy

Harris County is committed to providing eligible employees with access to established procedures for addressing workplace concerns, seeking representation, and resolving employment-related grievances.

Effective October 1, 2026, the Harris County Consultation Policy, outlined in Section 16 of the Harris County Personnel Policies & Procedures, establishes a framework through which eligible employees in covered departments may request representation and participate in the grievance process.

Who Is Eligible?

The Consultation Policy applies to eligible employees in covered Harris County departments, as defined in Section 16 of the Harris County Personnel Policies & Procedures.

Employees are encouraged to review the policy and may confirm their eligibility with their department and/or the Human Resources & Talent (HRT) Department.

Employee Representation

Under the Consultation Policy, eligible employees may request representation by the designated Consultation Agent or another representative of their choosing, in accordance with the provisions of the policy.

Employees may also elect to proceed without representation.

Grievance Procedures

The Consultation Policy establishes procedures for eligible employees to submit and appeal grievances concerning covered employment-related matters.

Employees should review Section 16 for information regarding grievance procedures, applicable deadlines, representation options, and the responsibilities of the parties involved.
